EASTERN REGIONAL SERVICE BOARD ANNOUNCES DEADLINE EXTENSION FOR ACCESS CARDS FOLLOWING PUBLIC FEEDBACK
In response to valuable feedback from our community leaders and residents, the Eastern Regional Service Board (ERSB) is extending the deadline for the requirement for use of access cards at our waste recovery facilities to ensure that everyone has the opportunity to obtain their card. The ERSB is committed to ensuring that all residents have full access to these facilities.
The deadline was originally set for April 1, 2025; however, the new deadline will now be January 2, 2026.
This change comes after carefully listening to public feedback and recognizing the need for additional time to accommodate requests and concerns raised by community leaders and residents.
“We listened and we have heard you, said Stephen Tessier, Chairperson. “It has become clear that the users of our waste recovery facilities need more time for the implementation of these access cards. We are committed to being responsive, transparent and supportive in this process.”
The extension aims to provide more time for residents to apply for their access card.

Please be advised that due to the installation of the new watermain infrastructure on Route 70, traffic flow will be delayed intermittently as construction activities progress.
Construction will begin on Monday May 12th and will continue until July.

PROPOSED AMENDMENT TO DEVELOPMENT REGULATIONSThe Heart’s Content Development Regulations contain two references to the date that the Town’s Heritage Regulations were adopted and came into effect. When Council recently updated the Heritage Regulations, these references became invalid and created a disconnect between the two legal documents.
To correct this inconsistency, the Town Council proposes to amend its Development Regulations to remove any reference to the date that the Heritage Regulations were adopted, thereby ensuring that one set of regulations does not invalidate the other.
The first change will be in the definition of Heritage Regulations in Part 2 of the Development Regulations. It will remove the existing reference to the adoption date. Similarly, the second change will remove the reference to the adoption date in the introductory paragraph to Part 9.5 – Heritage District Zone.
The proposed amendment is available for viewing at the Town Office during regular office hours or will be emailed on request.

Hearts Content & Valentia Ireland Community Partnership Committee
Development of a Community Partnership Committee has been formed for the Town of Hearts Content and Valentia Ireland related to the designation of The Cable Stations as UNESCO World Heritage Sites. The committee was formed just after the Newfoundland Delegation attended meetings in June 2024 in Ireland.
The purpose of the committee is to foster growth and communication for the UNESCO designation with branding and collaboration for culture exchange. Member will meet via video conference monthly.

MUNICIPAL PLANAND DEVELOPMENT REGULATIONSTAKE NOTICE that the Town of Heart’s Content Municipal Plan, 2022 and Development Regulations, 2022, adopted on the 13th day of December 2023 and approved on the 25th day of January 2024, have been registered by the Minister of Municipal and Provincial Affairs.
The Heart’s Content Municipal Plan, 2022 and Development Regulations, 2022 come into effect on the day that this notice is published in the Newfoundland and Labrador Gazette. Anyone who wishes to inspect a copy of the documents may do so at the Heart’s Content Town Office during normal business hours.
